{specs,portage}: fork portage dir for x86 
New portage config dir for x86 to disable sse2-requiring things.
Hopefully this is temporary.

This is the repo of the Gentoo Release Engineering team, used to host build specs.

To use these builds, you need Gentoo's Catalyst tool.
