Matt Turner a9ebdcea33 kconfig/powerpc: Update to 4.19 
Enable a handful of things too:
	- CONFIG_PID_NS/CONFIG_USER_NS
	- CONFIG_SCHED_AUTOGROUP
	- CONFIG_UEVENT_HELPER_PATH=""
	- More SquashFS compression types

Mike Frysinger 6a2361a8ea make portage_confdir location dynamic 
Don't hardcode /root/ or /release/ paths to the releng git checkout.
Use the active git repo as the base path instead.
