kconfig/sparc/installcd: new config for 4.19.44 with SUN_LDOMS support

Update kconfig for 4.19 series.  Re-add SUN_LDOMS support, which was
previously breaking builds on gcc-8.  Build doesn't fail if
CC_OPTIMIZE_FOR_PERFORMANCE is set.
