Add MAKEOPTS in package.env, using nproc [ -j(n+1) -l(n*2) ]
Right now I'm setting MAKEOPTS in catalystrc as environment variable. However, I suspect this *overrides* package.env, which kills our -j1 workaround for the python futex issue on m68k.
