tools: Upload with SSH option IPQoS=cs0
SSH defaults to IPQoS=cs1 for non-interative sessions, like scp. OSUOSL's network prioritizes these packets lower and often drops them, reducing uplaod performance significantly. Signed-off-by: Matt Turner <mattst88@gentoo.org>
